Late Proposal

A determination of whether a proposal is late is measured by its time of arrival at the office designated in the solicitation, not by the time of arrival at the agency's central mailroom. There was no Government mishandling since the mail distribution was accomplished in accordance with reasonable internal mail distribution procedures.
