Protest of Contractor Denied for Failure to Include Bid Price

Contract was for rapid rail transit system in Atlanta on cost-sharing basis. Grantee may have failed to submit bond with bid, later submitted, but protestor was non-responsive for failing to include "Contractors Certification" containing the bid amount. Protest was denied. (DJM)
