Rejection of Low Bid of Nonresponsible Bidder

A protest was made by Materials and Production, Inc. against the rejection of its low bid by the Department of Labor on the basis that it is a nonresponsible bidder. This determination was regarded as having been affirmed by the refusal of the Small Business Administration to issue a Certificate of Competency to the firm. GAO has no authority to reopen the case.
