Arbitration Award of Parking Accommodations

William S. Heffelfinger, Assistant Secretary for Administration of the Department of Transportation, requested an advance decision as to the legality of implementing an arbitration award that requires the Federal Aviation Administration to expend appropriated funds for employee parking. There is no legal impediment to the expenditure of funds to implement this award.
