Arbitration Award of Storage Expenses

The Department of Transportation and the Federal Labor Relations Council requested an advance decision concerning the legality of a payment ordered by an arbitrator for the temporary storage costs on an employee's household goods. The employee may be reimbursed for storage expenses incurred in anticipation of a transfer, based on the arbitrator's determination that the agency clearly intended to transfer the employee and that the transfer was not effected only because the agency selected the employee for another position.
