Change in Per Diem Rate

The propriety of authorizing payment of per diem allowances of $56 for civilian employees on temporary duty in Guam was questioned, because the reduced per diem rate of $49 was already in effect. The employees are only entitled to the $49 rate, even though notice of the reduction in per diem was not received until the temporary duty was completed.
