A decision was requested by the Assistant Secretary of Defense (Comptroller) concerning the eligibility of a retired Regular Air Force lieutenant colonel to become a brigadier general in the Retired Reserve, a grade he was given for tenure as State Assistant Adjutant General. He was not entitled to transfer at this grade because Federal recognition was withdrawn, nor was he entitled to retirement pay at that grade.
