Forfeiture of Annual Leave

A Certifying Officer requested a decision as to whether an administrative error was made in processing a disability retirement application. The retiring employee requested restoration of annual leave not used during the processing delay. A possible misunderstanding arising from informal discussions with agency personnel concerning forfeiture does not provide an administrative basis for restoration of the annual leave.
