The Chief, Fiscal Operations and Services Branch, Agricultural Marketing Service, requested a decision as to whether an employee may be paid overtime compensation for time he spent in travel outside his regular duty hours incident to the performance of his regular duties as a grading inspector. This travel, which was in response to requests for grading services and to places adjacent to his permanent duty station, was not compensable since it was included in the employee's regularly scheduled duties and constituted normal commuting travel.
