A protester appealed decision disallowing his claim for backpay as a former employee of the National Aeronautics and Space Administration. The employee, who was granted less than the highest previous rate upon appointment and subsequent promotion, was not entitled to retroactive step adjustment and backpay. The agency exercised its discretion, as established by its regulations, in denying the highest previous rate. Such action did not constitute an administrative error warranting corrective action.
