Claim for Reimbursement of Relocation Expenses

An Agency Certifying Officer requested a decision concerning an employee's claim for reimbursement of relocation expenses incurred in anticipation of relocation of office 25 miles from present duty station. The denial of payment because of insufficient savings of time and distance was tantamount to finding that the relocation was not incident to the transfer.
