A Philippine national employed as a security guard at Subic Bay Naval Base in the Philippines appealed disallowance of his claim for overtime compensation for preshift muster and late relief. International agreements and U.S. law require overtime pay conformance with local practice. The practice in the Philippines is not to pay overtime for muster and late relief, so the claim was denied.
