Retired Army member requested reconsideration of settlement which disallowed reimbursement for spouse's travel from Germany to New York via foreign airline. Regulations prohibit reimbursement for foreign carrier fare in the absence of an official determination that travel involved could not have been performed on a U.S. registered ship or aircraft.
