Arbitrator's Award of Travel Expenses

The Executive Director of the Federal Labor Relations Council requested a decision concerning the legality of an arbitrator's award granting reimbursement of travel expenses for using privately owned vehicle for temporary duty travel. The agency official had no authority to approve reimbursement for use of private vehicle.
