Employee alleged that, because of his fear of flying, the Army's refusal to authorize his travel by foreign surface vessel was improper. The military authority did not find air travel to be "medically contra-indicated," and surface travel was reimbursable only on the basis of the constructive cost of air travel. Decision was sustained.
