Claim for Inclusion of Post Differential in Lump-Sum Leave Payment

Agency employee, evacuated from Vietnam, requested reconsideration of disallowance of his claim for post differential which he alleged should have been included in lump-sum payment for annual leave received upon retirement. The employee was not entitled to inclusion of post differential in lump-sum payment.
