Claim for Per Diem at Official Duty Station

An authorized certifying officer, U.S. Secret Service, requested a decision on an employee's claim for per diem for subsistence expenses incurred in temporary duty in New York City despite the fact that his official duty station was New York City. The employee is not entitled to subsistence or per diem at his official duty station regardless of unusual working conditions.
