Major R. G. Shaffer requested a decision as to whether money owed by the Army to a firm, representing a debt incurred by the Puerto Rican National Guard, can be paid to its judgment creditor, Camara. There is no basis in Army Regulations for payment, since there was no valid voluntary assignment, and no bankruptcy proceedings have been initiated. Facts do not support argument that firm's claim against the United States was assigned to creditors by operation of law. Payment was not authorized.
