Effects of Section 311 of Public Law 94-387 on Funds for the Panama Canal Zone Government

The Governor questions whether, in view of section 311 of the Canal Zone Appropriations Act for FY77, which prohibits use of appropriations to establish employment conditions, the Canal Zone Government can continue to share in the expenses of the Central Examining Office and the Canal Zone Civilian Personnel Policy Coordinating Board. As a result of a misunderstanding of its legislative effect, the section does not accomplish its intended purpose and should be clarified before being implemented; therefore, the Government may continue its practice of sharing.
