Request for Waiver of Indebtedness

A civilian employee of the Army requested a waiver of an Army claim for optional life insurance payments not deducted from his pay for 3 years. The request for waiver of Army claim was denied, since he was aware of questions about the correctness of his pay. Also, it would not be inequitable to require payment because insurance was in force during this time.
