The President's fifth special message for Fiscal Year 1977 that was transmitted to the Congress pursuant to the Impoundment Control Act of 1974 reported four new deferral proposals and two supplementary reports to previously proposed deferrals.

This information concerned funds appropriated to the President, the Department of Defense, the Department of Labor, the Department of the Treasury, and ACTION. The specific areas concerned were: international security assistance--military assistance, international security assistance--foreign military credit sales, military construction, Employment and Training Administration advances to the Unemployment Trust Fund and other funds, State and Local Government Fiscal Assistance Trust Fund, and Peace Corps/domestic programs operating expenses.
