The protester objected to the partial cancellation of its contract, alleging that the Government had acted arbitrarily and capriciously after an error in the freight rate used in evaluation of another bid was discovered. The contract should have been partially terminated for the convenience of the Government, rather than canceled, since the contractor did not contribute to the mistake which resulted in the award. The original contractor would then be eligible for damages.
