Protest Against Defective Invitation for Bids

The protester alleged that the technical data package furnished bidders under an invitation was so deficient as to render the invitation legally defective and maintained that the package contained serious major design deficiencies not readily apparent to bidders without prior production experience. In the absence of clear and convincing evidence of errors in the technical data package, there was no basis for challenging the agency's determination that the package was suitable.
