The protester objected to the methods used to determine the transportation costs to be used in evaluating bids, alleging that the use of barge transportation costs would have resulted in its bid being the low offer. Since the statement in the solicitation that evaluation would be made on the basis of the lowest laid down cost to the Government, including inland transportation costs, was controlled by the standard provision that only land methods of transportation would be considered in determining inland transportation costs, the protest was denied.
