One company protested cancellation of an invitation for bids (IFB) and the subsequent resolicitation, contending that no compelling reason existed to reject all bids. Prior to completion of the evaluation, another company had protested any award, alleging that it had submitted the only sample conforming to all requirements of the IFB. No cogent or compelling reason existed to justify cancellation of the solicitation. The original IFB should be reinstated, and award should be made to the resulting low responsible, responsive bidder.
