Claim for Reimbursement of Class E Allotment Checks Not Received by Proper Recipient

A former military member requested reconsideration of a claims settlement disallowing his claim for the proceeds of class E allotment checks never received by his mother during the period July 1954 through March 1955. Since the allotment rolls were destroyed by the Army in accordance with law and since the available information was insufficient to establish the liability of the United States and the member's right to payment, the claim was properly denied.
