The protester objected to the rejection of its bid as nonresponsive for failure to acknowledge receipt of an amendment to the solicitation. Failure to acknowledge the amendment after bid opening could not be cured since such action would constitute submission of a second bid. Since the amendment added requirements to the solicitation, failure to formally acknowledge receipt of it may not be waived as a minor informality.
