The protester objected to the agency's determination that its bid was not responsive because of its failure to acknowledge an amendment. The failure to acknowledge a material amendment to the solicitation justified rejection of the bid, even though the bidder claimed the amendment was never received, so long as there was no deliberate effort to exclude the bidder from competition.
