An unsuccessful bidder requested that a contract be rescinded because of a misunderstanding by the successful bidder of the solicitation specifications and because of the likelihood that the successful bidder would not comply with the contract. Since the record did not show that the contracting officer was on notice of any misunderstanding by the successful bidder and since award was made to the low responsive and responsible bidder, the contract may not be rescinded on the basis of an alleged misunderstanding. The question of contract compliance was a matter of contract administration to be resolved by the agency.
