The protester contended that its proposal was technically responsive and that the agency acted arbitrarily in finding its proposal technically unacceptable. The record indicated a reasonable basis for the determination that the proposal was technically unacceptable. Price need not be considered in the determination of the competitive range unless the offer is first deemed technically acceptable. The agency acted properly in not affording the protester a debriefing since it made no written request for a debriefing. There was no evidence of a lack of good faith or incompetence on the part of the agency. Issues raised in response to the agency's report on the protest were untimely and not for consideration.
