A company requested reconsideration of the disallowance of its claim for expenses incurred in connection with a proposed project for reconstruction of the Suez Canal. Evidence furnished by the State Department indicated that the proposed project resulted from a routine suggestion that a proposal should be submitted to the Egyptians and that the company was a volunteer not entitled to compensation for expenses incurred in developing the project.
