The Navy requested reconsideration of a decision recommending that the protester's product be reviewed and that the procurement be resolicited if the product met minimum safety factors. There was no convincing evidence that additional service testing or analyses beyond the type conducted for the prior decision was required to evaluate the reliability of the protester's product or that accommodating the protester's product would result in a need for redesigning other ship components. The Navy should conduct discussions with the protester, analyze data offered by the protester, and issue a new solicitation utilizing the broader specification if protester's device is found acceptable.
