The protester appealed the refusal of the District of Columbia to permit correction of its bid although withdrawal of the bid was permitted. The contracting officer's determination that the bidder alleging the mistake should be permitted to withdraw but not to correct its bid was proper since correction would have increased the price so as to bring the total bid to within $5,000 of the second low bid in a $670,000 procurement.
