A company objected to the contracting officer's determination that, by bidding on one item, it had withdrawn its bid on a previous item. The two bids were consistent with one another, and there was no basis for concluding that the second bid revoked the first. However, it was proper for the second bid to be considered as an alternative, not a replacement. Since the second bid represented less than the entire amount of an "all-or-none" bid, the protest concerning award to another offeror was denied.
