A decision was requested with regard to entitlement to family separation allowance (FSA), Type II, which would apply when a ship is away from home port and which includes consideration of travel time and distance to dependents' residence. If a ship moves from its home port to another port within 50 miles of the home port, members whose dependents do not reside in the area of the home port are not entitled to FSA, Type II. Eligibility depends upon where the dependents actually reside; if they reside within 50 miles of the ship at some port, FSA may not be paid.
