A company protested the acceptance of an offer, contending that it did not comply with specific salient characteristics of the brand name product contained in the solicitation. A promise by the offerer that its item would meet performance requirements when descriptive literature indicated the contrary was not a sufficient basis upon which to determine that solicitation requirements were satisfied. The failure of an item to meet features of the brand name item which were not listed as "salient characteristics" was not a basis for rejection. Allegations thatitems did not comply with salient characteristics of the solicitation raised months after the protester was informed of the award were untimely.
