An employee claimed reimbursement of annual leave and payment for time charged to leave without pay when she refused to be bused to a new work location. The employee asserted that the administrative action was taken against her in retaliation for filing a grievance against her supervisor. It is within the agency's discretion to charge leave or leave without pay to employees who do not attend their work assignment. The claim concerning retaliation for filing a grievance is for agency consideration under grievance procedures.
