Entitlement to Vacation Leave

An advance decision was requested regarding the eligibility of an employee stationed in Alaska for reimbursement for travel expenses and compensation incident to vacation leave. Although the employee may be reimbursed for the round-trip travel incident to leave, she must be charged annual leave for the time spent in travel and otherwise on vacation. Leave-free traveltime for employees stationed outside the United States does not apply to travel from Alaska. The employee may be reimbursed for travel on a foreign bottom carrier since no American vessel was available for travel.
