An employee appealed the disallowance of his claim for a temporary quarters subsistence allowance. Upon arrival at his new duty station, the employee moved into a rented house which he purchased 7 days later upon approval of his loan application. The employee was not entitled to temporary quarters subsistence allowance since applicable regulations require that the employee, in a short distance transfer, occupy quarters other than his permanent residence. The employee was not occupying temporary quarters when he moved into the house which he intended to make his permanent quarters.
