A company protested a prospective award, contending that the agency failed to make an independent evaluation of the potential negative impact of the award on the protester from whom the agency is currently receiving the services on an interim basis. The evaluation required by procurement regulations was essentially performed, and evaluation requirements were complied with. The impact consideration was not required by the solicitation.
