Allegation That Grantee Refused To Investigate Circumstances of Subcontract Award

A company protested award of a subcontract under a Federal grant, arguing that the grantee did not investigate the circumstances surrounding the prime contractor's selection of a subcontractor. The subcontract was not awarded "by or for" the grantee; the protest was not forconsideration by GAO.
