Claim for Retroactive Appointment to Senior Staff Fellowship Program

An employee requested review of a settlement denying his claim for additional salary which he believed was due to him as compensation payable to Senior Staff Fellows. The settlement was sustained since the fact that the employee had 3 years research experience required for the Senior Staff Fellowship Program did not mean that his appointment to the Program was mandatory.
