A company protested against rejection of its bid and cancellation of the solicitation and sought reimbursement for bid preparation costs. The contracting officer did not abuse his discretion by canceling the solicitation and readvertising because the only responsive bid was appreciably higher than the low, nonresponsive bid and the agency's cost estimate. The protester was not entitled to bid preparation costs because the agency's actions were justified. Interested parties may be provided with material submitted by the protester unless withholding of information is permitted or required by law.
