A company protested procedures used at bid opening and suggested that determination of the quantity of items to be procured should have been made prior to bid opening. The protest concerning bid opening procedures was filed more than 10 days after bid opening when the basis for protest was known and, as a result, was untimely. Determination after bid opening of quantities to be procured was not improper since the inventory managers did not know the identity of the low bidders and were not prejudiced.
