The protester complained that an award selection lacked a rational basis and that the formula used to evaluate cost proposals distorted the differences between proposals. Although the awardee's response to an informational provision in the solicitation concerning time to be devoted to the contract was brief, there was no showing that the determination of who should receive the award was unreasonable. Use of the evaluation formula was inconsistent with the solicitation, but technical excellence was more important than low cost in justifying the award. However, the agency's failure to allow offerors to revise their cost proposals was improper.
