Use of Rotating Bid List

A company that protested a contract award requested that it be allowed to bid on the program since it was on the agency's bidder's list. The agency rotates its bidder's list, and it would not be economically feasible to solicit every firm on the list for every job. The agency's failure to synthesize the procurement in Commerce Business Daily did not provide a basis for disturbing the award.
