Payment for Excess Costs on Quantum Valebant Basis

A company requested the return of certain instruments for which a claim for payment was denied after the company was incorrectly induced to complete the contract for the prime contractor. Justifiable cost increases may be paid on a quantum valebant basis since the agency ratified the contractual relationship with the claimant.
