A company protested that the awardee of a small business set-aside may not be a small business and alleged that the awardee's bids were so low that they were either buy-ins or mistakes. Since the Small Business Administration has determined that the awardee qualifies as a small business concern, GAO will not consider the matter. The submission of a below-cost bid is not a basis upon which to challenge the validity of an award. The question of whether the awardee can perform at the bid price involves a determination of responsibility which is not within GAO's jurisdiction.
