The Assistant Librarian of Congress asked whether certain personnel were overpaid during 1973 because there was an extra pay period that year and, if so, requested waiver of the overpayments. The Deputy Librarian of Congress and Director of the Congressional Research Service, who were paid biweekly, were paid a total in excess of their annual salary rates, but payment was proper since their compensation was correctly computed and paid under 5 U.S.C. 5504. Payment to the Librarian of Congress, also computed and paid on biweekly basis, was an overpayment since the Librarian is the head of the agency whose compensation must be computed on a monthly basis under 5 U.S.C. 5505. However, the overpayment may be waived under provisions of 5 U.S.C. 5584.
