The protester objected to the agency's determination that it was nonresponsible for lack of integrity and to the award of a contract to another bidder. The contracting officer's determination of nonresponsibility, which was based on a plea of "nolo contendere" to charges ofantitrust violations which the Small Business Administration declined to appeal, was not reviewed in the absence of a showing of bad faith or fraud on the part of the contracting officials.
